Aboriginal Human & Fiscal Relations
Examines the role and responsibility of Aboriginal Financial
Managers. Teaches accountability and strategies for Aboriginal
communities, including the development of policy and
procedures, accounting, and reporting standards. Other topics
include human resources, economic development, and the
fiscal relationship with the federal government.
History of First Nation and Non First Nation Relations
Identifies the factors that have been instrumental in
fashioning the legal, social, economic and political position
of First Nations within the realm of Canada. Provides the
historical understanding of First Nation governance, and
how First Nations and Europeans moved through the stages
of cooperation, coercion, and confrontation.
Governance Structures
Introduces the different levels of government within the
realm of Canada. Examines the federal, provincial, and
municipal government structures and functions, and the
types of self-government available to First Nations in
Canada. (Iroquoian Confederacy, Sechelt and Nunavut Final
Agreements, band government under Indian Act).
First Nation Inherent & Treaty Rights
Historic examination of inherent rights, Aboriginal rights and
treaty rights. Examines the legal, political, social and economic
position of Aboriginal people within the realm of Canadian
society. An understanding of the distinctive relationship
First Nations share with Canada and issues surrounding
political jurisdictions, policy processes, and organizational
development.
Aboriginal Case Law
Essential case law and subsequent issues as to why case
law has derived within the realm of Canada. Systematic
techniques of analysis and inquiry will provide a foundation
for the development of professional management skills
through a thorough understanding of political and legal
issues that are at the centre of First Nations relations with
Canada.
Leadership & Management
Introduces the different management processes within
Canada. Managing, decision making, planning and
the setting of objectives are examined. Included are
management styles, models and systems for the purpose
of planning, organizing, leading, and controlling.
Introduction to Finance
Analysis and interpretation of financial statements, basic
bookkeeping and accounting principles. Presents the
process of cash flow management, record keeping, and
the audit process.
Political Policy
International perspective on First Nation self-government,
child welfare policy, colonialism, and the paternalistic
approach of Canada, coupled with the Royal Commission
on Aboriginal People. Self-government issues such as health,
education, economic development, citizenry, language,
land, cultural areas, and treaties are all examined.
Organizational Behaviour
Describes the essentials of organizational behavior, the
relevance of management, and the nature of simple/
complex organizations. Provides the foundation for
the development of professional management of an
organization.
Project Management
Project Management includes three basic operations: Planning, Organizing and Controlling. Project Management focuses on outcomes, schedules and resources of a given project and is measured accordingly.
Community Plan Development & Presentation
Explains the Indian Act, and revises it from an Aboriginal
perspective. A thorough analysis of the federal government’s
proposed Governance Act. Explains the Chief and Council’s
relationship with band members and governing bodies.
Band council resolutions and by-laws are examined, made,
amended, and repealed.
